Our garden centres are set up to take the mystery out of frost tenderness.
If the plant is outside it CAN be planted NOW. If the plant is under plastic it should not be planted until about mid-May when danger of frost has passed. Alternately you can bring it in on frosty nights.
Generally the following plants CAN be planted NOW:

Trees
Flowering Shrubs
Evergreens
Roses
Vines

Perennials including:
Grasses
Groundcovers

Many vegetables like onions, cabbage and lettuce (but not tomatoes and
peppers)

Many herbs

Annuals like pansies
